Reading with verbal directions does not supply enough information and must be supplemented with a demonstration that can be imitated.

The person can read the instructions but cannot form a mental image of what they need to do on their own.

The person can follow a demonstration of cutting a triangle piece using the template, pealing the paper backing on the Heat n' Bond and ironing pieces into place.

They are likely able to go ahead with making the windmill pattern after asking for verification for each step.

The person may not cut the pieces very straight, these maybe roughly placed. Bubbles in the vinyl may be neglected. They will likely need verbal instruction to use a protective cloth while ironing the vinyl disk into place as preventing errors may not capture the person's attention.

Comparing to the sample until they are done enters the scale at ACL 4.8.
